Purpose of Request for Qualifications:

The City of Pendleton, (City) is issuing a Request for Qualifications (RFQ) the purpose of which is to solicit Statements of Qualifications (SOQ) from capable marketing and advertisement firms to represent the Eastern Oregon Regional Airport (EORA) and the Pendleton UAS Testing Range (PUR).

Project and Contract Scope:

EORA and PUR need dedicated and professional marketing services to aid in developing a long-range and tactical marketing strategy that includes an actionable execution plan for the airport and test range with an emphasis on the test range.

• Develop focused messages in support of commercial air service to appropriate and targeted audiences
• Develop targeted messages for potential UAS Test Range clientele recruitment
• Leverage appropriate Media for each message set and targeted audience (radio, print, social media)
• Develop websites and web presence to include social media feeds on websites
• Assist with Social Media messaging and timely postings
• Develop strategies for industry trade shows
• Develop a modern and professional trade show booth setup

The contract term will be one year with an option to renew, and it will execute on January 1, 2024

Statements of Qualifications (SOQ):

To be considered, Marketing Teams must submit a complete response as required by the RFQ to include:

1. Firm Description (10%)
2. Involvement, to include recent examples of your experience and portfolio (30%)
3. Proposal for EORA and PUR Marketing based on Project Scope (30%)
4. Cost Estimate/Budget (30%)
